-Some users will have the ability to request email address changes.  They will have had to specify the new address, and whether this change is a simple error correction or if they are actually changing to a new account.

-These changes can be reflected in SIMS, but first an administrator will need to Accept or Deny each request.
-If the [[Preferences]] are so configured, an email can be sent informing that a new change request has been made.  Otherwise, the user responsible for accepting changes should check this list periodically.
