Resource manager permission allow the user to upload resources, such as contact forms and policies, for other users to download.
Resource consumer permission allows users to download resources that have been imported into Cura (see above), and also use the websites configured in the data configuration screen please see the Data configuration page.
To download a file from this list, first select the file(s) you want. You can use the "Filter by" option at the top right to search for files whose names contains a specific letter or phrase. Next click the download button, which is a arrow pointing down found under the heading "Files" near the top middle of the page. If you download multiple files at once, they will be stored on your computer in a zipped folder.
